Well, we know that the Ahenerbe was recruiting Nazi aligned sorcerers, so if magic is a viable proposition on this world, the US government might have its own adepts working for it. I'd love to know what the pro-Nazi magus Aleister Crowley was up to back then, too.

If this guy is based on Fawcett's Master Man, then isn't the reason he's on that high mountain or tower is to keep watch over the world at all times? So how about using skywriting to contact him?

It's very hard to tell. The names are almost identical, Master Mystic and Master Man, and both were published in 1940, but I can't find the month or shelf date for the Green Giant comic that included Master Mystic. Master Mystic lives 'In his tower at the top of the world'. Master Man: "Upon the highest mountain peak he built a solid castle made of solid rock!" The two places don't really look alike.. It never would have occurred to me that Master Mystic might have been a copy... but when you look at the quality of Green Giant #1 comic, it does look like it could have been rushed out to take advantage of the comic book boom... I actually thought about skywriting, thanks! However, I am pretty sure nobody knows the location of Master Mystic's tower. Attachments:

No I don't think anyone would need to know his location. If the message is large enough, a guy like Master Mystic would notice it from his tower, wherever it is. The only reason you build that tower is to watch over the whole world, figuratively speaking, if not literally.

Well, yeah, there is that... the purpose of the tower is so he can monitor what's going on down on Earth. But Master Mystic doesn't seem to pay much attention - in his only recorded adventure, the monster Rango destroys at least several cities in Europe and then crosses the ocean and wreaks devastation on the East Coast of the US before "...Master Mystic decides it is time to take action!" Or course, I'm writing the story, so he is probably a little more proactive than he was back then. Still hoping FDR comes up with something unique!
