As a writer, I make a really good proofreader!
What stops you from writing?
For me, getting stuck in the details and trying to make things sensible without getting overwhelmed in detail. When I read Golden Age stuff, I realize that often the stories make no sense, and the glue that kept kids coming back had to be the gosh wow lookee super powers! rather than either the story or the art. But I can't write the gosh wowee stuff, the story has to make sense to me. Also, once I get something written, I get swept up in proofing it, editing it, over and over and over. I need to learn to put it aside and go on to the next paragraph!
What gets you writing?
If I'm writing a story, and I find that I need a bit of history to make the current story work, I'm generally pretty good at writing the 'prequel' story and getting it finished.

I usually get my initial motivation from a situation or plot point that sticks in my head.
My Jimmy Olsen tale that has sat in limbo since 2017 started with another obscure character I had in mind. Had a whole backstory for that character worked out. But I wanted to re-introduce the character by having him trying to get "approval" from other characters. I was going to start with Jimmy.
But I needed to flesh out an idea for this character and Jimmy to work together. And that led to me trying to introduce two other characters as a way to get Jimmy into an adventure. That was fun for a week or so before I started realizing I was taking more time setting up the adventure and these two other characters and was nowhere near starting the actual story I was trying to set up.
And that is usually where things go wonky. I have an idea I'm invested in but can't get it written up fast enough to hold my interest. Either I get bored by the set-up. Or can't figure out how to get from point A to Point B. Or get inspired by a new idea before I finish the one in front of me.
My current Luthor story was originally supposed to be Lex getting information about his counterparts in the multiverse and making a specific discovery that would change Lex's character trajectory. But as I started writing I found the framework of what I've written so far and started to like it better. Problem is that I know how it fits together but not how to get it to come back to a single point where I can tie it off as an end.

I think of an interesting idea, something connected to a comic I have read. I find myself asking "what if. . . ?" then I feel like I need to explore it.
