The man kept himself hidden, as he always had in the past. His enemies had called him crazy, had considered him nothing more than a mad scientist whose dreams of conquering the world were mere fever dreams of a lunatic. They had considered him little more than a nuisance, if they considered him all.
This day, however, he would have his revenge. And his revenge would be sweet, indeed.

Resolved now as to what she needed to do, Catherine Cobert dropped the role she had played for the last three years. The beautiful Frenchwoman had played upon her obvious beauty and attraction to disarm those who might be unwilling to listen to her. With her feminine wiles she had gained the audience she had wanted, and she had even attained her goals in a new, unified, larger Global Guardians.
It was true that she and Doctor Mist had a falling out, back in the days when she was only Belphegor, and Catherine Cobert was little more than the name she had given at birth. The Crisis on Infinite Earths had taken everyone by surprise at a time when not only the Global Guardians hardly had very little organizational structure at all, but the Justice League of America itself was in complete disarray, its most powerful and capable members having left the team to a bunch of rookies and second-stringers. It was truly a miracle that the world survived at all, given the odds against such a result.
But the Crisis had also proven an idea that she had long thought, that the world needed a true international team, not mere ad hoc groupings as Doctor Mist had long preferred. The members needed to get to know each other between missions in order to develop trust and relationships that were the backbone of every good team. They needed training as well, not merely in combat but also in teamwork, coordination, diplomacy, and any number of other skills needed to make the Global Guardians as efficient as possible.
Belphegor had been thinking these thoughts for months when, some weeks after the Crisis, she finally confronted Doctor Mist about it, or rather his visiting simulacrum. She told him with little preamble how and why the Global Guardians were ineffective at truly protecting the world from such threats as the Crisis, and that they had been extremely lucky that the world hadn't been consumed by antimatter. She told him what he needed to do, what he should have been doing all along, and gave him an ultimatum.
She could laugh at the scene now, but for a long time her confrontation was a bone of contention between them. Doctor Mist was an immortal, one with a certain measure of pride that even he could not suppress despite the centuries-long humility he had cultivated. Needless to say, he did not take her approach well, and she could sense his anger, despite his attempts to hide it. She didn't need telepathy to see how angry she had made him, and her extrasensory perception picked up all those negative emotions. Unfortunately, that made her even more angry, since she felt that she was in the right, and that he was unwilling to listen to her. After a heated argument, Belphegor stormed out of the Dome and out of the Global Guardians, seemingly forever.
As Belphegor, named after the arch-demon who helped people learn forbidden knowledge, Catherine Cobert had made the daily operations of the Dome her entire life. While she had an apartment of her own, she hardly used it as more than a place to sleep when she had been with the Global Guardians. It was only when she had broken off from the team that she realized how much of an obsession she had made her involvement with the team. Now that it was over, what was Belphegor to do?
The idea came to her in a flash. Belphegor needed to die, so that Catherine Cobert might live. Belphegor had failed to make the Global Guardians into the international super-team the world needed. But Catherine Cobert would accomplish all of her goals another way, with another team: the Justice League of America, or, rather, Justice League International.
Catherine laughed to herself as she remembered how naive she had been back then, thinking that she could single-handedly convince the fabled Justice League to transform into a truly international team. She supposed she might have managed to do it if the JLA hadn't managed to rebuild itself after the Crisis, but the team had come back to full strength and was once again strong as ever. As far as they were concerned, what need was there for change?
She had eventually turned her attention to a rival team, the Conglomerate, and despite all her efforts she found herself thwarted there as well. Oh, she had managed to accomplish quite a bit by bringing together various international heroes, including one from the Soviet Union -- a coup in itself -- but her main goal eluded her.
Catherine might well have given up entirely had it not been for the return of Doctor Mist, who approached her from a place of humility. It had taken him time to realize that his way of running the Global Guardians was indeed limited in its effectiveness, and that Belphegor had been the linchpin that made the Global Guardians work. While Doctor Mist would always be the face of the team, Belphegor had been the one behind the scenes who made things work.
But her role as Belphegor had ended, and Catherine was just as happy to continue accomplishing her goals in the civilian role she had cultivated for herself. She had always been so intense and driven as Belphegor that she hadn't made many friends for herself, apart from Mist himself. But as Catherine she was able to show her long-hidden softer side. She had made many friends, and even acquired a few admirers, as Catherine Cobert. And, once again, she had become the glue that held the Global Guardians together.
Catherine Cobert was not needed now, though. Only Belphegor could quickly and efficiently evacuate the Dome before it was too late. Only a few seconds had passed as all these thoughts passed through her mind, and during that time she had made her way to her office, where she kept a few relics of the past: a pair of red-tinted sunglasses and a ghostly white costume and cape she'd only worn during her early crime-fighting days as Belphegor. Gone was her flirty manner and exaggerated French accent, replaced by a business-like attitude and perfect diction. Even her expensive hairdo had to carefully tousled, something she did out of force of habit more than any real attempt to conceal her identity. Everything that was Catherine had to go so that she could be Belphegor once more; perhaps soon she could find some kind of equilibrium between her two roles, but that would have to wait until this crisis had passed.
The telepath broadcast her thoughts throughout the building, using her empathic abilities to instill a sense of urgency even as she instructed all personnel to evacuate the Dome. Elsewhere in the building, Tuatara found his own evacuation efforts start to succeed even more quickly than before, and guessed that Catherine was behind it. There was little time to waste.

Outside the Dome, a huge, monstrous figure that seemed to have been carved out of stainless steel broke through the concrete of a Paris street as easily as if it had been sand. The giant robot's head, connected to its massive body without a neck, swiveled around to survey the scene. People were fleeing from the scene, and indeed already seemed to be primed for terror, given how far away they were.
"Flee! Escape! Run away in terror!" said a robotic, amplified voice. "For no one can save you from Conquest!"

New Venice, Florida:
Years ago, the downtown core of this city on the coast of Florida was flooded during an earthquake, causing many city streets and buildings to fall below the water level. While most cities would have been devastated by such a natural disaster, the citizens of New Venice took it upon themselves to embrace their new situation. The remaining buildings were supported on columns that kept them above the waters, while the flooded streets were allowed to become channels for small boats. In effect, the city had truly become an American version of Venice, Italy, and had reaped all the benefits that they could from an influx of tourism that remained to this day. (*)

More recently, New Venice had gained a number of new citizens whose very existence drew even more people to the city, when Aquaman rescued sailors and seamen who had been trapped in a dimension unbound by time nicknamed the Sargasso Sea after the legendary graveyard of lost ships told in stories for centuries. (*) In fact, all those lost within this timeless dimension remained the same age they'd been when they were first lost in it, and these lost sailors included modern-day figures such as Cap'n Strong the sailor man, as well as eighteenth-century pirates, Vikings, and even survivors of ancient Atlantis. Most of those rescued from the Sargasso Sea dimension had chosen to remain in New Venice, where they settled in a neighborhood known as the Old Town. Truthfully, the Old Town wasn't much older than the rest of the city, but its new inhabitants gave it a certain mixture of flavors from the Old World in more ways than one. The residents of New Venice's Old Town included not only sailing men and women from centuries past, but also historians, archeologists, and cultural anthropologists who considered the Sargasso Sea folk a virtual gold mine of knowledge.
After Aquaman decided to abdicate the Atlantean throne, he took up his residence here in New Venice, which always seemed to attract unusual visitors ever since the flooding. (*) Although he and his wife Mera at first lived in the old Police Headquarters building that was now underwater, they had changed their residence a few times since then in order to keep their enemies from learning where they lived. They knew from experience that these measures were necessary, and for the most part they proved successful.

But on this day in early July, Aquaman's current residence was discovered by two of his most dangerous foes.
Mera and her young daughter were returning to their home after a few hours' delay. A crime wave had hit New Venice, and she had used her abilities to control water to help local heroes Cal Durham and Cap'n Strong stop the rampage of the so-called Awesome Threesome -- the Torpedo-Man and his allies the Magneto and the Claw -- and before she knew it, hours had passed battling those old robotic foes of her husband. (*)

During the crisis Horatio Strong's wife Olivia had been taking care of Nautica along with her young son Elzie Cristofer "Easy" Strong, who had inherited his father's great strength. It delayed Mera even longer when she had to pry her daughter away from Nautica's favorite playmate Easy, the only other child in the city with strength like hers, so she was in a rush by the time she returned home.
The former queen of Atlantis had been eagerly awaiting the return of her husband, missing for a few days now along with the rest of the Justice League, but she had also learned of the kidnappings of several other figures connected with the JLA days ago. Because of this she was cautious as she returned home, only to realize that two dark figures were lurking within. Wondering if this intrusion was connected to the kidnappings in some way, she hid herself and pulled her baby girl out of view even as she attempted to get a closer look at the two shadowy figures.
"Shh!" she whispered to her child, who was one-and-a-half years old and anxious to swim without any help from her mother. "Keep quiet, Nautica. We don't want them to know we're here."
When she was able to see them clearly, she held back a gasp, for those two figures turned out to be none other than her husband's old foe the Scavenger, as well as the surface man whose actions caused the death of her young son years ago: Black Manta. Mera clutched Nautica tightly, despite the upset girl's protests, and indignant rage began to boil within the former queen's heart as she realized that the two were discussing plans with each other. Yet she remained unable to hear them clearly enough to make out more than a few words.
"With Aquaman missing, Atlantis is ours for the taking," laughed the Scavenger, a deep-sea diver who had gained powerful artifacts by plundering the lost treasures of the seas. "It was a brilliant move, resurrecting those old robots to ransack the city above, giving us time to narrow down the location of Aquaman's home! Only, I wish it hadn't taken us so long. Your water-breathing old henchman Durham is probably nearly here by now. (*) Let's get going!"

"Just remember who's boss, Scavenger," growled Black Manta. "Our mission is to first capture Poseidonis, then destroy everyone and everything connected to Aquaman. No one can stop us, least of all that 'tadpole' Aqualad!"
"You hold up your end, and I'll hold up mine, Manta," replied the Scavenger. "Now, shall we?"
Just as Mera began to suspect what they were up to, the two villains activated the transporter that would bring them directly to Poseidonis. At her husband's request, such a transporting device had been installed by Hawkman, and whenever she and Aquaman moved to another residence in sunken New Venice, they moved the device with them.
"No!" she shouted, creating two solid hands out of the water around her that clutched ineffectually at the spot where the villains had been standing a moment before. It was too late. They were already gone. And Mera's own actions in trying to capture the wanted men had damaged the transporter device. She had, in fact, intended to use the transporter to bring her and her daughter to Atlantis on this day. It was only because she had lost track of time that she'd come home late, only to be stranded in New Venice.
By now Nautica was already upset about being held against her will, and was startled when her mother used her powers; there was no way Mera could have hidden her daughter's frantic cries now. "It's okay, baby girl," said Mera, holding her daughter closely. "Shh! It's okay now." To herself she added, "But I must warn Vulko at once. It seems that Atlantis is again under attack!"

Nicely done. I always figured at least one "famous" historical hero might have been caught in the Sargasso Sea and thus is now living in New Venice. I never revealed who but I figured it might have been an E-1 Black Pirate or Captain Fear.

The city-state of Poseidonis, Atlantis, below the Atlantic Ocean:
A handsome red-haired merman with fin-like pointed ears and green-scaled fins, wore no clothing as was customary with his people as he addressed a large gathering in this, the largest of the surviving Atlantean cities. Next to him stood a younger merman who looked nearly identical to him, albeit somewhat younger, as well as an older merman and an older merwoman who wore only a bikini top. All were extremely physically fit, but seemed tired and depleted after their long journey here.
"My name is Manno Ronno. I have come here with my parents, Ronno and Shenna, as well as my younger brother Renno, to appeal for help from Atlantis. We Mermen are a proud and noble people, Atlanteans, but we are also very few. For centuries we have lived apart from our cousins in Tritonis, content to hide ourselves beneath the waves much closer to the surface world than the rest of you. But we have fallen on hard times in recent years, and have realized that we need assistance.
"Some of you know of the Amazons of Paradise Island, of Queen Hippolyta and her daughters, Wonder Woman and Wonder Girl. In years past Renno and I, along with our long-lost youngest brother Tanno, were close to the Amazon princesses. For years we frolicked with those Amazons in the seas not far from Paradise Island. But after our little brother was lost, and the Amazons cut off all contact with us, we Mermen fell on hard times.
"Plagues, pestilence, and drought have befallen us over the years, taking its toll on our little colony. It is as if we have been under a curse all these years, with no hope of reprieve. It is a measure of how very desperate we have become that we seek your assistance at all. Though we are long estranged from Atlantis, we hope that some solution may be found by our fellow survivors of that ancient civilization.
"Some of you have already asked us: Why do we not simply join the mer-people of Tritonis, those Atlanteans who most closely resemble us? Why do we continue to risk discovery and capture from the surface-dwellers, when we could join a society that might better appreciate what we have to offer?
"To answer that question, we must explain that our fin-like ears operate best at shallow depths, giving us an advantage the Tritonians do not have. We are also quite accustomed to sunlight and prefer the natural light from the sky, rather than the cold artificial lamp that gives light to Tritonis.
"The simple fact is that we Mermen do not wish to be absorbed into Tritonis, nor let our noble race be diluted into the genetic stock of the mer-people. We have also forged great friendships at times with those from the surface world, despite our differences, and do not wish to cut off all chance of contact from them. Truthfully, if we stood any chance of receiving help from the Amazons, we would have appealed to them, but as we have noted, we have not been in contact with them for many years, and more's the pity."
Sitting on his throne, King Vulko nodded his head and spoke. "Thank you, Manno. Your parents have gone into greater detail about the many troubles you Mermen have faced over the past ten years, and despite my scientific skepticism, I must agree that your suspicions about a 'curse' are well-founded. Still, given your preference to remain close to the surface world instead of joining us here in Atlantis, I am at a loss as to how we can help you."
"As my brother already stated," said Renno, a Merman who looked much like his older brother but with larger eyes and softer features, "we Mermen wish to remain independent from Atlantis, yet we need assistance if we are to survive for another ten years. Too many of our people have died during our tribulation. If it was simply a matter of needing better farming technology or weatherproofing for our homes, surely we could have figured out solutions on our own. But after more than ten years of trying and failing to better our situation, we can only conclude that sorcery was involved in our predicament. Given that none of us Mermen have any knowledge of sorcery beyond mere children's fables, we appeal to the learned men of Atlantis to free us from this curse." Next to him, Manno nodded his head in agreement.
"Well, that is, uh..." stammered Vulko. The former chief scientist of Atlantis was clearly uncomfortable with any discussion of magic, and found himself at a loss for words. Thankfully, another visitor to Poseidonis was willing to speak.
A beautiful, golden-skinned woman with pale green hair and a right arm made of silver, dressed in a pale rose-colored cloak, stood from the table and said, "I am Queen Nuada Silverhand of Thierna na Oge, city of our Atlantean people, the Tuatha dé Danann. Although my people have traditionally eschewed contact with all others, we have in recent years begun to relax our isolationism, thanks to Aquaman and Arion. Nearly three years ago, shortly after the Crisis and the destruction of Tritonis, Aquaman came to my city on a quest of his own and freed me from wrongful imprisonment by my sister, who had seized the throne. Thanks to that brave man, I was able to take back my own kingdom. (*) And when fabled Arion visited us a year later, I vowed never to turn my back on my fellow Atlanteans in their time of need. The Tuatha dé Danann have some knowledge of sorcery comparable to Arion himself, and I would offer my own assistance as mage-king of Thierna na Oge to discover how much merit there is to this curse you believe you have fallen under."

"And I am sure Arion himself would be willing to lend his assistance as well," added Vulko. "Only our resident mage likes to travel on the surface world and is often difficult to find when he is truly needed."
Next to him, the platinum-blonde Mara shot him a warning look; Dolphin knew the Atlantean king respected her father but was often exasperated that he was absent from his adoptive city much of the time, especially when Atlantis found itself under threats. "I believe what my liege intended to say was that we will do our best to contact my father and appeal for his help as well."
"And we of the ruling council of Tritonis also wish to extend our help in any way we can," added Lenora Lemaris, a beautiful blonde merwoman flanked by Jerro, a brown-haired merman her age, and Ronal, a somewhat older blond merman. All Tritonians present were fully clothed, with conservative shirts, belts, and skirts, and were somewhat scandalized by the near-nudity of the Mermen. "My own sister Ina Lemaris and her husband live in yet another Merman colony located in the Pacific Ocean, which has seen its own troubles over the years. (*) We sympathize with your plight."

Manno bowed his head and smiled respectfully. "We Mermen thank you, Queen Nuada, King Vulko, Mara, and Lenora for your offers of assistance. Perhaps together we may find a way to survive yet."
"Survive this!" shouted the Scavenger from the other end of the room, shooting a beam at Manno the Merman that caused him to quickly shrink. Within seconds, the muscular Merman in his mid-thirties began to lose his muscle mass along with his height, until he was reduced to the size and age of a three-year-old toddler.
"Manno!" cried Renno, clasping his transformed brother in his arms; the infantilized Merman had already passed out from shock. "What treachery is this?!"
"This wasn't our doing!" cried Aqualad, quickly swimming forward, dodging every subsequent blast from the villain's Time-Decelerator. "That's the Scavenger!"
"He's not the only one you have to worry about!" cried Black Manta from the opposite end of the room.
Aqualad turned and swam out of the way just in time to avoid a manta-ray blast from Black Manta's helmet. "They're surrounding us!" he cried, and wished Aquaman was here, even as he was thankful that Ulla Påske, the Mermaid of Denmark, was presently visiting her foster-parents on the surface world. Although Ulla was a heroine in her own right, Garth never liked to see his girlfriend in danger, especially after losing poor Tula years ago.
The rest of the Atlanteans had scattered, taking their respective monarchs to safety even as the rest tried to find a way out of the throne room. But every exit was blocked by an impenetrable barrier of hard water.
"Our guests from Xebel must have betrayed us!" cried an Atlantean nobleman.
"They left moments before the villains' arrival!" cried another.
"Treacherous dogs!" shouted a handsome man who guarded Queen Nuada. "My queen, I knew it was a mistake to trust these cutthroat Atlanteans!"
"Silence, Diancecht," commanded Nuada Silverhand in a hushed voice. "Obviously, this attack wasn't expected by any of the Atlanteans, either. I would intervene, had I not agreed to nullify our magicks prior to this diplomatic mission."
Dolphin and an entourage of Atlanteans were protecting King Vulko. "It's true, my liege. I saw the party from Xebel leave the feast while even as the Mermen were speaking, and only they have such an ability to command water thusly."
Vulko shook his head. "Let us never stoop to condemning an entire group, Mara, when it could have been just one Xebel to have betrayed us."
"I'm sorry, my king," replied Dolphin. "But you must admit it's suspicious."
Black Manta attacked the throne room viciously, firing blast after blast at various targets, including chairs, tables, and the roof. Already several Atlanteans had fallen to the manta's ray. But the villain's attack was primarily focused on Aqualad, who dodged every blast as he inched slowly forward. There was a limit to Black Manta's ray, and judging by the amount of energy he'd been expending, that limit would be reached soon.
The Tritonians had already rushed over to the Renno family. The Mermen were understandably shaken, but relieved that Manno still lived, despite having been turned into a child of three.
Lenora Lemaris, younger sister of the late Lori Lemaris, looked around in the dimly lit room in confusion. Where was the Scavenger, the man responsible for Manno's transformation? After the Black Manta's arrival, he seemed to have disappeared completely.

In the depths of the royal crypt, the Scavenger was meeting with two visitors to Atlantis. A dark-haired woman wearing a low-cut, skintight purple outfit with white gloves and boots stood waiting for him to arrive. At her side was a man dressed in the uniform of a Xebel guard, who stood by her protectively.
"Hey there," the Scavenger said. "You V'lana?"
"And you are the Scavenger," she replied haughtily. "Well met. Though I must say, I was expecting you to arrive a couple of hours ago."
"Hey, it wasn't as easy as we thought to find Aquaman's house in New Venice," explained the villain.
"Did you check the old Police Headquarters?" she asked him doubtfully.
"Yeah, we checked that place out first," he replied with a shrug. "Guess they moved. Good thing we didn't move too fast, anyway, 'cause Manta found an alarm that we would've tripped if we'd just broken in like you told us to."
"Well, anyways, you're here," she said. "Shall we proceed?"
"Sure, if you can show me the gold you promised," he replied, crossing his arms.
V'lana sighed. "All right, show him."
Robotically, the Xebel guard held up a locked box and opened it, revealing a set of gleaming gold bars.
"Whoo!" said the Scavenger, grinning beneath his helmet. "Not bad. At least it's a start."
"You'll get the rest of the gold when we're finished," she said, and with a nod of her head, the guard snapped the box shut and handed it to him. "Now follow me."
"All right, boss-lady," said the villain.
Soon the three were standing over a small but stately looking tomb.
The Scavenger whistled. "If this is who I think it is, I can't figure out fer the life o' me why you wanna go ahead yer plan."
"Why, Mr. Mortimer, don't tell me you're fearful," V'lana replied with a smirk. "My plan is a righteous one, in the end. After all, don't the heirs of the royal families of Xebel and Atlantis deserve to have their child back despite both great risk and certain violations of local taboos?"
"Well, yeah, I guess," replied the villain uncomfortably. "I mean, I'm only in it fer the gold and any tech I can scavenge. I don't really care much about anything else. But Black Manta's a different story. He's in it for revenge. Does he know about this?"
"He never needed to know about this part of the plan," said V'lana, staring deeply into his eyes. "He just needs to be here to experience his own redemption for past wrongs, does he not?"
"Huh?" said the Scavenger, shaking his head. Something was bothering him, but he couldn't tell what. "Hey, uh, how'd you know my name, anyway? I mean, other guys I work with sometimes know I'm Peter Mortimer, but I just go by Scavenger when I'm in the diving suit."
"A mutual friend of ours told me," said V'lana. "You've already forgotten that I ever knew, anyway."
"Oh, yeah," laughed the Scavenger, who frowned in confusion as he tried but failed to remember what she'd just said to him. "Uh, what was I doing, anyway?"
"You were just about to recover the remains of the Prince of Atlantis," V'lana replied. "Now hurry, Scavenger. Time is precious."

Wow! That was our landmark 2,000th post on these message boards! I'm happy at all the creativity and feedback we've seen over the last year or so. Thanks to all!
And hey, 2019 is our 20th anniversary year, since the JSA All-Star Story Site was founded in 1999 after the initial "Crawling from the Wreckage" story was posted first on the old DC Comics Message Boards before moving to Yahoo Clubs. So we're coming up to 20 years this year! Hard to believe we've been going that long.

I was so exited to see the return of the Mer-boy family. Could this be a lead in to the future return of Wonder Tot?
I'm suspicious about Vlana, as I'm sure you intended us to be. Is she possessed, or maybe using something like the serpent crown? I think I know what her plan is, but i can barely believe it.

Thanks, Libby! I figure Arion visited Thierna na Oge sometime in late 1986 or early 1987, after he regained his memory and was reunited with Dolphin. Sorry I wasn’t clearer about the timing.

By the way, I think Garth must be in his mid to late twenties by now (haven’t checked the timeline yet). Would he want to start dropping the name of Aqualad?
Tempest could be used, though there is another possibility. Maybe he’s just Garth, or Garth of Atlantis, or something like that. Thoughts? What if he adopted a surname?

I was so exited to see the return of the Mer-boy family. Could this be a lead in to the future return of Wonder Tot? Could be, could be... just laying some groundwork here. I am actually thinking about bringing back Bird-Boy, too. And the Glop!
