In the golden age, did they ever specify the city where Bulletman and Bulletgirl lived?

I read about 15 Bulletman stories, and they never named the city. However, there were a number of panels which showed newspapers, and these papers were displayed, each with a headline story about Bulletman, or the police, or the bad guy, or all of the above...

I think many if not most golden age heroes operated in unidentified cities. I’ve been reading through all the Green Arrow stories from the beginning, and only a small number Indicated they were in New York City. Other times they seemed to be in a different city altogether, a fictional one. We’ve stated that Green Arrow was based in Star City on Earth-2, even though that city name was not introduced until Jack Kirby’s short run in the late 1950s that was squarely set on Earth-1, since it gave us the Silver Age origin. But since the fictional city in the Golden Age stories was never named (as far as I can tell — I’m still reading), I figure Green Arrow was originally based in NYC as the All-Star Squadron would have it, but slowly began moving his business concerns and heroic base of operations to Star City, and by 1945 or so he was only based there.
