I know we already have a good version of the Joker known as the Clown. It hit me, though, that we might have missed an opportunity to revive this Seigel & Schuster creation, Funnyman, as a resident of Earth-3! He's the opposite of the Joker in more ways than one. He was actually a somewhat successful comedian before accidently becoming a hero.

I'll read his comics to get a better idea of how to write the Clown. I love him as a character, but comedic heroes are so hard for me to write.

He looks visually inspired by Danny Kaye, one of the best comedic actors of the 1940s/50s.

Not sure about all of them. apart from the Joker and Batman, the Flash has Rag Doll, Green Lantern of Earth-Two and the JSA had the Clown, Earth-Two's Green Arrow had Bullseye and Superman had the Prankster. So they're not uncommon, but definitely not prevalent. As for Funnyman, wouldn't he be more suited to a less serious world, like Earth-Twelve?

You could say that about any funny character, but you get the occasional absurd character on 'serious' worlds like Ambush Bug, Plasticman, and the Heckler.

The question is, what sort of clown character is it? There are humorous clowns and there are evil, scary clowns (such as the Joker and Pennywise from It). They're distinct from absurd characters per se, because absurd characters don't necessarily adopt clown motifs.

On Earth 3, the opposite of the evil scary clown villain would be the good humorous clown hero. I think Funnyman is perfectly appropriate for Earth 3, and it is too bad we already have the Joker analog...

Hmmm. Not necessarily. Why not have Funnyman a Golden Age character, specifically opposed to the Crime Lodge (or whatever the Earth-3 Golden Age antithesis of the JSA is called) while the Earth-3 virtuous Joker analogue fights Owlman and the Crime Syndicate in the present day? You could even have Funnyman train the Joker analogue.
