1. Nightwing: Because Bruce trained him well. He's already had leadership experience with the Titans and he'd be an asset to the team, particularly if Batman wasn't around or otherwise detained in Gotham or elsewhere.
2. Mera: Given that Hawkwoman joined the Justice League as well as her husband, it's odd that Mera also hasn't done so. Again, like Arthur, she has leadership capabilities and her hard water powers would be useful in combat.
3. Supergirl: Much the same reasoning applies to Supergirl and with an even better reason- she has all the capabilities of her cousin and could be highly useful when it comes to literally strengthening the team. She's worked with the League before as well. Added to which, her Earth-Two counterpart, Power Girl, is already a member of the Justice Society, so such an avenue would be highly appropriate for Earth-One's Kara as well.
4. John Constantine: Slightly dodgy from an ethical sense, but he represents positive aspects of chaos based magic. His abilties would nicely complement those of Zatanna. And as he was introduced pre-Crisis, he'd have a legitimate place on Earth-One in 5E continuity as well.
5. Green Lantern Corps Substitution: If Hal or John Stewart weren't around, perhaps look at substituting either Katma Tui or Tomar-Re as a stopgap replacement? It'd have to be Times Past in Tomar-Re's case, but Katma could be another asset to the team.
6. Batgirl: For exactly the same reasons as Nightwing above.
Those may be the most obvious suggestions. I've kept away from the proteges apart from Dick and Kara, because they're comparatively special cases. Red Arrow/Arsenal/Speedy and Donna Troy have had parental responsibilities which preclude their prospective membership in the recent past. And Wally West is already a Justice League member because he succeeded Barry as New Earth Flash in the single universe continuity. (I should note that much like many other JLA fans, I didn't particularly like iterations of the League where frontline heroes left and were replaced by novices and newcomers. Some of those newcomers were assets, such as Vixen, but Vibe and Commander Steel not so much. The League's core membership should include first tier DC heroes, although the content of that membership needs to be expanded).
As long as this thread is discussing the JLA, should it possibly also have a law enforcement tech subcommittee? Batman, the Atom, the Flash, Hawkman, J'Onn J'Onnz, Superman and Wonder Woman could usefully contribute to any such grouping, with Batman as its logical chair, given Ray and Barry are scientists and Katar, J'Onn, Clark and Diana all come from advanced civilisations with technological prowess, as well as Bruce's long-term experience of using technological adjuncts where necessary.
