Maybe she was wearing a blonde wig at the time? We have her born in 1960 but she is half homo magi, she might actually secretly be much older than she looks? Or maybe her mother did a tour with the USO?

My first thought was the same as dans. I was thinking it was probably Sindella. On the other hand current DC canon now says Green Arrow and Speedy did some time traveling and became the golden age GA and Speedy. Maybe Zee was with them.

She was probably worried about causing a chrono-synclastic infindibulum if someone saw her in that USO show and then recognized her 60 years later, so she muttered 'ednolb ekam em' as soon as she arrived in that time era...

Although given Sindella was blonde already, she wouldn't have had to resort to such artefice. Nah, I think the blonde woman in Zatanna's usual outfit was probably her mother. Let's face it, there's probably a Times Past story about Zatara and Sindella meeting shortly afterwards waiting in the wings for someone to write. Several decades later, Zatanna finds the outfit, finds she can fit into it and given Zatara is missing, she decides to find out where he is, dressed in it...

Zatanna's costume shows un again in Superman's Pal Jimmy Olsen Vol 1 #74 January 1964. This time worn by Lucy Lane.
