I need a headquarters setting for a new story; it is going to start out with a long-established hero giving a tour to a pair of new heroes. The team is named the Equity Concord of America; they are based in the Chicago analog of their Earth, and the time is mid-60s. The Equity Concord has been in existence since World War II, though the membership has changed, and their current base is fairly new - though it might have been built around or over the original base.
So, first, any thoughts about where this base should be? Bottom of the lake? Underground?
What should be included in the facility? I'm thinking, the Hall of Heroes, with sections honoring former members who have passed away and those who have retired; living facilities; gym and training area; meeting/conference room plus smaller meeting rooms; communications room; a trophy room; library; medical facilities. Any other thoughts?
Should there be a staff? Who would they be? Would they be full time or just come in when called? Nobody in the Equity Concord can create robots, so probably robots are out. Perhaps some branch of the government might provide the staff? (State Department? Office of Superhuman Affairs?)
mid-60s, what level of security might they have?
Anything else that might slip into a guided tour?

I guess they will need a hanger/garage for vehicles. Some kind of forensic lab, a firing range, dignitary reception room, maybe some kind of workrooms or hobby shops...

They definitely need at least one sub floor with a docking bay leading to Lake Michugamie for aquatic missions.

I'm thinking the base is under a National Guard airfield somewhere along the southern shore of Lake Mishugami. This would provide it with some basic level of security and it wouldn't be a threat to the neighborhood or the city where it was located. And it can have both surface and underwater access to the Lake.
So, much of the base is buried beneath Missibizi Airfield, a National Guard base on the western shore of Lake Mishugami, a few miles north outside the city limits for Freshport, in the state of Wabash, in the Allied Confederation of American States. The hanger deck is below one of the National Guard hangers, and connected by an elevator, and the living quarters are in a walled compound in the base where other permanent residents also live. There is also an underwater passage into the lake.
How's that sound to you guys?

Sounds like a good idea. What say it's a result of a history without a Cold War, where ACAS had no reason to maintain an extensive military establishment, so some installations were either mothballed or decommissioned or sold off to private industry for repurposing?

I knew some people who lived on a former Nike missile base. When I was younger we used to go out to the Nike base one day a year when they gave tours and showed off the missiles and stuff like that, but they finally discontinued the project and someone bought the property and lived there.
But in this case, I was thinking having your secret facility underneath an operational military base might help your security and it would be safer for civilians, at least, than putting it in a downtown building (JSA/LSH) or mansion (Avengers) or or even in a cave in a mountain not very far from a town or an abandoned fallout bunker in the downtown area (JLA). I guess the safest place for a superhero HQ might be in the middle of a desert, actually. But who wants to have a headquarters in the middle of nowwhere? I don't actually know much about the history of this particular Earth - it had active superheroes (called mystery heroes to avoid trademark issues) since at least the early 1900s and it had World War 1 and World War 2 equivalent to our own Earth, and right now, the greatest of the 20th century mystery heroes is Sturdiman - but I may change all references from Sturdiman to Centuryman, I think that would be kind of cool... This Earth was thought to be totally fiction by the people who live on Eorth (Other Earth) (where most of my other writing is set) until an errant spell by Dr. Aeon took Sunset and Bonnie (Adventurine) Marlow there. I do know the names of some of the mystery heroes on this Earth, and in the story I'm writing now, I'll introduce some of them... I have been calling this the 'Sturdiman Universe' although Bonnie calls it the 'Pat Parker Universe'. So anyway, Missibizi Airfield is an active Air National Guard base, named after a creature from local Native American mythology, the Underwater Panther, which is apparently an aquatic animal that looks kind of like a cross between a dragon and a panther. Here is the patch those assigned to Missibizi Airfield are authorized to wear:
Still interested in suggestions for what should be inside. I've included a submarine dock, hanger, Hall of Heroes, and storage areas, and living quarters. I know I have to have a gym, meeting room, and communication room. What else?
