In "The Man Who Was the World," DC Comics Presents #24 (August, 1980) we are introduced to Dr. Alex Atley and his daughter, Carol Atley. Under Project Earth-Heart Dr. Atley invented a device called the Cardialink, which was a two-part device. The first and largest part of the Cardialink was placed in the earth's core, while the second part of the device was a custom-built pacemaker connected to the other device in the earth's core. Dr. Atley's bad heart actually caused the Earth to erupt in earthquakes and volcanic eruptions until Superman and Deadman could stop this. Great artwork by Jose-Luis Garcia-Lopez, by the way!
Libby brought back Dr. Atley and Carol Atley in Captain Comet's Rehab Squad: Suicide Mission, in which Metallo returns and steals the Cardialink in order to make the Earth itself toxic to Superman through kryptonite radiation. Captain Comet and the Rehab Squad stop the villain's plan by destroying the original Cardialink, and Comet gives Carol Atley a new, one-way Cardialink device in order to save her life, suggesting that she might use it to someday become a hero herself.
So if Carol Atley eventually took up the heroic identity of Earth Heart (or Pulse or Cardia) what would her powers be, given that her own heart would be connected to the Earth's core? Libby's story says that she now has the stamina and power of the Earth's pulsing core, but doesn't elaborate any further. Since the new Cardialink is a one-way device, she can't affect the Earth but instead can receive power from it.
