Johnny Peril first appeared in the late 1940's with Comic Cavalcade Vol 1 #19 February 1947 and then continued to have back up stories there and also in All-Star Comics, Sensation Comics, and Sensation Mystery before ceasing publication with Sensation Mystery Vol 1 #116 July 1953. The title next appears fifteen years later in The Unexpected Vol 1 #109 October 1968. Like a few other characters, usually from the historic past there's only one listing for him in Who's Who in the DC Universe. But I wonder if we have and Earth I and II version of the character.
Same question goes for the Phantom Stranger, who was totally different in his initial appearances in the 1950's

I suppose it depends on whether Johnny Peril had new adventures from The Unexpected 109 onward, or whether they were reprints. If the latter, then he may only exist on Earth-Two. As for the Phantom Stranger, if he first appeared before the 1955 cut off point, then that may mean that there's an AU Phantom Stranger on Earth-Two. Okay, checking now...
Johnny Peril seems to not have visibly aged when he reappeared in The Unexpected, so he's either immortal or there are divergent versions exist on Earths One and Two. Although the Phantom Stranger first appeared in 1952, he may be an anomaly, as no AU Earth-Two version has yet been sighted, and when he has crossed the multiverse, it seems to be the Earth-One character that does so. Those initial adventures could have been examples of multiversal travel, for reasons as yet undisclosed. Or perhaps the Phantom Stranger is omnioperative, only one exists and he can cross the multiverse at will.

I wonder if the Phantom Stranger switches back and forth between universes, and for some reason, his character and/or powers and/or appearances alters to adapt to the universe he is in?

I belive there was an Earth-2 times past story where we learned the "Johnny Peril" was an alias used by the Americommando on Earth-2, but was a real person on Earth-1
